Konsep New Public Management atau NPM adalah paradigma baru dalam administrasi publik yang bertujuan untuk menggambarkan reformasi sektor publik. Munculnya konsep ini karena adanya ketidakpuasan masyarakat.

Ketidakpuasan masyarakat dengan kinerja pemerintah yang mereja anggap tidak memiliki manajemen sumber daya yang efektif dan tidak efisien.

Ketidakpuasan ini dapat pula karena keadaan utang pemerintah terus meningkat, pajak yang lebih tinggi dan mengurangi pertumbuhan ekonomi (BUHR, 2010).

Oleh karenanya, administrasi publik mulai memperkenalkan manajemen publik baru (New Public Management), yang merupakan paradigma baru dalam tahun 1990-an.

New Public Management adalah paradigma alternatif yang menekankan perubahan perilaku pemerintah untuk menjadi lebih efektif.

Karakteristik New Public Management adalah (Hood , 1991)

  1. Manajemen lebih terfokus, tidak ada kebijakan
  2. Adanya standar yang jelas dan ukuran kinerja
  3. Ditekankan pada kontrol hasil / output
  4. Pembagian tugas berikut ini unit
  5. Grocused pada kompetisi di tubuh sektor publik
  6. Lebih besar penekanan pada pelaksanaan gaya manajemen sektor publik
  7. Daripada disiplin meningkatkan dan tidak ada pemborosan berbagai sumber
Karakteristik New Public Management adalah

Organisasi sektor publik sering kita gambarkan sebagai singkat, efisien, selalu rugi, berkualitas buruk, kurang inovasi dan beberapa kelemahan lainnya (Mahmudi, 2010: 34).

Gambar ini benar-benar sangat merusak, mengingat fakta bahwa organisasi sektor publik untuk mengelola uang dalam jumlah besar dari masyarakat. Salah urus organisasi sektor publik mendorong korupsi lembaga publik.

New Public Management berakar pada teori manajemen. NPM mengasumsikan bahwa praktek manajemen bisnis komersial dan sektor swasta lebih baik dari praktek dan manajemen di sektor publik.

Oleh karena itu, untuk meningkatkan kinerja masyarakat, perlu untuk mengadopsi berbagai praktek manajemen yang berlaku di sektor swasta di sektor publik. Penerapan mekanisme pasar, kompetisi penawaran dan privatisasi perusahaan publik (Mardiasmo, 2002: 27).

Di sektor swasta, akuntansi memiliki peran yang sangat penting. Perkembangan akuntansi di sektor ini sangat cepat. Dan bergerak secara dinamis setelah pengembangan ekonomi jika kita bandingkan dengan akuntansi sektor publik.

Akuntansi itu sendiri telah memainkan peran dalam produksi sumber informasi yang kemudian kita gunakan untuk pengambilan keputusan ekonomi yang lebih baik. Informasi yang akutansi hasilkan adalah alat untuk mengukur sejauh mana efisiensi mereka gunakan sebagai alat akuntabilitas.

Kelahiran konsep New Public Management mewakili reformasi di sektor publik, sehingga adopsi akuntansi prinsip-prinsip prinsip-prinsip di sektor swasta dengan sektor publik.

Akuntansi di sektor publik merupakan alat ukur untuk menentukan apakah sektor publik telah mencapai efisiensi.

Salah satu reformasi akuntansi di sektor publik adalah perubahan dalam dasar akuntansi.

Perubahan akuntansi basis kas akumulasi sembrono adalah salah satu ciri dari penerapan konsep New Public Management oleh sektor publik (McKendrick, 2007).

Perubahan dasar akuntansi dari basis cash basis akumulasi oleh banyak pemerintah mempertimbangkan aspek desain dari New Public Management yang hampir mirip dengan perusahaan komersial yang fokus pada kinerja di sektor publik (COONa dan Hyndmen, 2010).

Ada perubahan dasar akuntansi di sektor publik, yaitu, perubahan dalam sistem akuntansi akuntansi berbasis kas berdasarkan akumulasi akuntansi yang mereka perlukan karena sistem akuntansi berbasis kas mereka anggap ketika memuaskan, terutama karena kekurangan dalam presentasi keuangan gambar yang akurat dan memberikan informasi manajemen mereka berguna dan tepat untuk memfasilitasi perencanaan dan kinerja proses (Cohen, et ke 2007).

Penggunaan akuntansi olahraga adalah salah satu ciri dari manajemen keuangan modern (sektor publik), yang bertujuan untuk memberikan informasi tentang biaya pemerintah dan meningkatkan kualitas pengambilan keputusan di pemerintahan menggunakan informasi yang mereka perpanjang, tidak hanya basis kas.

Administrator sektor publik bertanggung jawab atas semua biaya yang terkait dengan produk / hasil yang mereka hasilkan. Latihan akuntansi dukungan dapat membantu administrator sektor Publik dalam pengambilan keputusan yang efektif dan efisien (Organisasi untuk Kerjasama dan Pembangunan, 2002: 11).

Perubahan Accrealbases akuntansi mencapai tantangan dalam proses adopsi mereka, sehingga pendekatan bertahap diperlukan (Treasury, 2005: 40).

Tidak ada perubahan mendadak dari basis kas ke dasar akumulasi. Perubahan akuntansi secara bertahap dilakukan melalui basis kas, kotak yang dimodifikasi (uang tunai ke Accream), dan dasar akumulasi.

Secara khusus, penelitian ini bertujuan untuk menguji faktor potensial dalam adopsi reformasi akumulasi.
