Manajemen merupakan ilmu pengelolaan , perencanaan, dan pelaksanaan segala aktivitas organisasi. Penerapan ilmu pengelolaan bukan hanya diterapkan pada organisasi perusahaan, tetapi pada organisasi yang melayani masyarakat atau kita kenal dengan manajemen publik.

Publik adalah sejumlah orang yang memiliki memiliki nilai atau minat yang sama dan berada dalam satu pemerintahan.

Pengelola utama dari manajemen publik adalah pemerintahan beserta seluruh stafnya. Tugas dari manajemen publik adalah melayani masyarakat dengan sebaik-baiknya, menanggapi keluhan dengan cepat, dan melakukan perbaikan pada sektor publik agar masyarakat merasa terpuaskan dan terpenuhi segala permintaannya.

Oleh sebabnya, para pengelola harus memahami peran dan tugasnya.

Dimana hal utama dalam manajemen ini adalah merencanakan strategi yang dapat menyelesaikan masalah yang ada di lingkungan eksternal dan internal pemerintahan.

Manajemen ini merupakan pengelolaan yang berhubungan dengan permasalahan sosial atau penunjang kinerja organisasi pelayanan dalam bentuk penataan pelayanan organisasi.

Contoh dari manajemen pelayanan publik yaitu ketika masyarakat mengeluh dan menginginkan akan transportasi umum yang nyaman, cepat, murah dan dapat menjangkau tempat yang relatif jauh. Maka pemerintahan membangun commuter line atau kereta sebagai respon dari keluhan dan keinginan masyarakat.

Tujuan dan Fungsi Manajemen Publik

Pemerintah merupakan pelayan masyarakat, bukan untuk melayani sendiri tetapi sepenuhnya untuk masyarakat. Selain itu, pemerintah wajib untuk menciptakan kondisi yang baik untuk perkembangan kemampuan dan kreativitas dari masyarakat. Oleh sebabnya, pemerintah harus dapat mengoptimalkan manajemen ini.

  4. Responsif
  5. Agar lebih transparan
  6. Dapat dihitung
  7. Berpartisipasi
  8. Demokratis

Manajemen ini memiliki beberapa fungsi, yaitu:

  1. Sebagai pelayan publik, sehingga pemerintah sebagai pengelola tidak boleh berfokus pada profit saja. Tetapi, fokus utamanya melayani masyarakat.
  2. Pemecah masalah, artinya pemerintah harus dapat menangani masalah sosial pada masyarakat dengan membuat peraturan dan kebijakan yang adil.

Namun, manajemen ini bukan hanya terjadi di pemerintahan saja tetapi semua organisasi yang bergerak melayani masyarakat. Sehingga dapat disimpulkan bahwa seluruh organisasi yang mengurusi dan melayani masyarakat disebut dengan organisasi publik.
